The purpose of inter-district comparisons are often key factors in institutional strategic planning and decision-making (Knight, 2003). Comparative data provide leaders with the ability to size up competition, provide benchmarks for assessing the well-being of their own district, provide the ability to pinpoint areas deserving attention, and act as guides for policy development. Comparative data can also help explain and justify budget requests, salary increases, and teaching load.
The success or failure of inter-district comparisons hinges upon the process of selecting peer districts. This can be one of the most political processes. The following selection is the draft selection.

The criteria for identifying the Peer Districts are:
(a) Enrollment = 10,000 - 34,999
(b) Economically disadvantaged (% of students) = 0-24%
(c) Input from Dr. Malito, Supintendent and Kathy Blackmore, Executive Director for Curriculum, Development, Assessment, Technology Intregation, and Pupil Personnel.
There are 14 peer districts in the list. Nine (9) districts are from Missouri, 3 from IL, 1 from TX, and 1 from KS.
Be caution of interpreting the proficiency rates and economically disadvantaged enrollment. Every state has different state tests and different ways to analyze the economically disadvantaged enrollment.
