Title I Parent & Family Engagement Policy

The LEA parent and family engagement policy is developed jointly, agreed upon, and distributed to parents of participating children (Section 1116 (a)(2)).

Describe how the LEA involves parents in the joint development of the LEA parent and family engagement policy:

• Parents of students in Title I-served buildings are invited to participate annually in the district-wide Title I Evaluation process, which includes presentation and revision of the LEA parent and family engagement policy. Feedback is obtained through a district-wide survey and the representation of parents from represented buildings during the annual Title I evaluation. 

Describe how the LEA seeks and obtains the agreement of parents with the parent and family engagement policy:

• After participating in the presentation and revision of the LEA parent and family engagement policy, parent feedback and agreement are collected through an annual survey of each parent of a Title-I served student after wide dissemination at the beginning of the school year.

Describe how the LEA distributes the LEA parent and family engagement policy to parents of participating children:

• The LEA parent and family engagement policy is distributed to parents of participating Title I children through district electronic communication, as well as through the regular channels of communication at the building level, which include building newsletters, hard copies sent with parent-student compact, and disseminated at the annual Title I meeting.

The Parkway parent and family engagement policy establishes expectations and objectives for meaningful parent and family involvement Section 1116(a)(2). Parkway involves parents and family members in jointly developing the local educational agency plan Section 1116 (a)(2)(A) 

Describe how the LEA involves parents and family members in jointly developing the local education agency plan:

• Parents of students in Title I-served buildings are invited to participate annually in the district-wide Title I Evaluation process which includes a presentation of district-wide outcome data, with the opportunity to provide input on the district-wide program based on the data presented.

No Comprehensive Accountability and Targeted Accountability schools have been identified in the LEA. Section 1116 (a)(2)(A) and Section 1111(d)(1)(2)

The LEA provides coordination, technical assistance, and other support necessary to assist and build the capacity of all participating schools within the LEA in planning and implementing effective parent and family involvement activities to improve student academic achievement and school performance (which may include meaningful consultation with employers, business leaders, and philanthropic organizations, or individuals with expertise in effectively engaging parents and family members in education.) Section 1116 (a)(2)(B)

Describe coordination, technical assistance, and other support:

• In addition to coordination and technical assistance provided through the Title I program evaluation process, district coordinators offer additional technical assistance and support through ongoing facilitation and planning for effective Title I engagement activities. Facilitation and planning occur regularly with a representative team of educators representing Title I-served buildings.

The LEA coordinates and integrates parent and family engagement strategies under this part with parent and family engagement strategies, if feasible and appropriate, with other relevant Federal, State, and local laws and programs. Section 1116(a)(2)(C)

Describe how the LEA will coordinate and integrate family engagement strategies with these laws and/or programs:

• As part of the district's family engagement plan, coordination of both content and delivery of practical activities with families of English Learners occurs by providing interpreters, content specific to the needs of families of English Learners, and removing other barriers that may be present.

With the meaningful involvement of parents and family members, the LEA conducts an annual evaluation of the content and effectiveness of the parent and family engagement policy in improving the academic quality of all schools served under this part. Section 1116 (a)(2)(D)

Describe annual evaluation

• Parents of students in Title I-served buildings are invited to participate annually in the district-wide Title I Evaluation process, which includes the presentation of district-wide activities and associated data related to Title I programming, along with the opportunity to provide input into all facets of Title I programming at the district level.
  • As part of the annual evaluation of the content and effectiveness of the parent and family engagement policy, the LEA identifies;
    • Barriers to greater participation by parents of participating children (with particular attention to economically disadvantaged parents who are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background)
      • Barriers to participation are identified through a Title I district-wide survey and parents' input on the Title I evaluation team. In addition, individual families are invited to share any barriers through personal consultation with Title I staff so that district staff are aware and can work toward removing barriers to participation.
    • The needs of parents and family members to assist with the learning of their children, including engaging with school personnel and teachers
      • The needs of families are identified through a Title I district-wide survey and through the input of participating parents.
    • Strategies to support successful school and family interactions
      • Strategies to support successful school and family interactions are identified through a Title I district-wide survey and the input of participating parents.
• The LEA will use the findings of the annual evaluation of the parent and family engagement policy to design evidence-based strategies for more effective parental involvement and to revise, if necessary, the parent and family engagement policy. Section 1116 (a)(2)(E)
• The LEA will involve parents in the parent and family engagement activities of the Title I served schools (which may include establishing a parent advisory board to develop, revise and review the parent and family engagement policy.) Section 1116 (a)(2)(F)
